Source and Citation Policy

This site follows a source hierarchy to keep legal and policy status updates factual and verifiable.

Source Hierarchy

1. Tier 1 (authoritative): Utah Legislature bill pages, Utah State Board of Education publications, court dockets/orders, official Utah agency pages.
2. Tier 2 (context): established newsroom reporting used only for timing and context.
3. Tier 3 (secondary): advocacy summaries and commentary used for discovery, not final status claims.

Rules for Publishing Legal Status Updates

1. Every legal status claim must cite at least one Tier 1 source.
2. If Tier 1 sources conflict, we mark the section as under review and publish no final status label until resolved.
3. Secondary sources are labeled context only and cannot be the sole source for a status label.
4. Every legislation or litigation block must include an as-of date.

Status Labels

• Active
• Enjoined
• Repealed
• Pending Effective
• Resolved

Verification Cadence

• Scheduled review every two weeks, with out-of-cycle updates for major bill actions, injunctions, or statewide list changes.
